        建议国家将高校毕业生创业经费纳入政府财政预算，在社会就业经费中单列高校毕业生创业经费，有创业项目的高校毕业生可通过学校向财政部门申请，做到专款专用，通过国家的力量支持大学生创业计划的实现。
